About Me

I cannot think of a more beautiful place to call home than the mountains of Western North Carolina. I have lived in Henderson County now for nearly 18 years. A very fortuitous employment transfer with International Paper brought me here in the spring of 2000. Having grown up “on the road” as an Air Force dependent and after three professional job transfers I was so ready to find a place to call home. A Clemson University graduate, I discovered and played in these mountains constantly when I was in school. I absolutely believe that everything happens for a reason and that it was meant for me to be here to raise my family and to enjoy everything this area has to offer. That job interview went well that day and it did not take me long to realize that was my last move. With a love of nearly everything outdoors, I truly live and work in paradise!

After a long 26-year career with International Paper and a progression of management roles with an emphasis on systems, logistics and customer service I left the corporate world in 2008. I had always had a dream to run my own business and I soon opened a handyman services company called Andy On Call in Mills River. I operated that business until 2013. I began work on my real estate education in 2012 and when I joined Beverly Hanks in April 2013 I joined as a full broker having completed all the pre-licensing requirements and examinations as well as all three Post licensing courses. I was ready to make a change.

That was fortunate for us because Tom was a really great "fit" for our needs. Tom DeCarlo's knowledge of the area, communities, and properties was a huge asset for us. We were living in Michigan when we started working with Tom (2013) and had only visited this area twice before deciding to relocate here (our son moved to Asheville in 2012). Tom helped us define the type of community we were looking for and identified several that would suit us and our budget. We toured the communities and were shown numerous homes within them. Tom was knowledgeable of the communities and was provided great advice regarding the pluses and minuses of the individual homes we looked at. Among the communities we considered were High Vista and Cummings Cove. Although Tom lives in High Vista, he objectively rated some of Cummings Cove's attributes as superior to those of High Vista. We eventually chose a home in Cummings Cove. A fair price was negotiated but subsequently Tom was able to save us over $5000 via the due diligence/inspection process. We were unable to come down from Michigan for the inspection and Tom volunteered to accompany the inspector. The inspection lasted over three hours and Tom learned first hand of several costly deficiencies (among them radon, a leaky water heater, and windows with bad seals). He negotiated the sellers covering the costs of mitigating the deficiencies, as well as securing a one year homeowners insurance policy. Since we were totally unfamiliar with this area, Tom was also extremely helpful in recommending mortgage providers and a attorney to handle the closing. Tom is very knowledgeable, professional, and has a great personality. He was truly wonderful and easy to work with. In addition to real estate matters, Tom was also extremely helpful in answering/finding answers to several income and personal property tax issues and other matters that were of concern to us.

How is the tax bill of a home determined in North Carolina?

Real property is appraised at 100% of market value and includes land, buildings, structures, and improvements. State law requires counties to reappraise every eight years, but many counties reappraise every four. A bill can be a combination of tax rates. For example, a home inside the City of Asheville and Asheville City School districts will have three separate tax rates represented on a bill: the Buncombe County rate, the City of Asheville rate, and the Asheville City School rate. All rates are totaled to calculate the total tax liability. Tax rate estimates for our mountain communities can be found on page 127 of the Allen Tate/Beverly-Hanks Welcome magazine.
